Looks like a video on demand system, many of my friends have worked on them.

Possible problems:
1. Poorly encoded video at very low bit rates. Your video will look
blocky and motion will be very blurry and you will see goofy artifacts
on your screen.
2. Poor audio caused by the same problem.
3. Delays, you ask for the video but you have to wait for a while for
enough to download before you can view it.

It is an interesting concept, there are lots of big empty buildings in
Silicon Valley dedicated to it ;)

NHK by satellite/cable with a Personal Video Recorder or VCR maybe a
better option for now until people get faster internet connections. In
Europe the provider is JSTV.
