I do not speak japanese: all I can is looking in Nelson's Character
Dictionary in order to find the meaning of words.

I would like to know the meaning of Fujita Tsugaru's name.

(1) I suppose Fujita is the surname and Tsuguharu the first name. Am I
right?

(2) What means "Fujita" ? According to Nelson, "fuji" (character 4090)
means "wisteria", and "ta" (2994) "rice field". What do they mean when they
are together?

(3) What means "Tsuguharu" ? For Nelson, "tsugu" (969) means something like
succession, and "haru" (2528, why not "ji"?) govern, rule. But "Tsuguharu"
as a whole?

The average Japanese man gets little more meaning from the combination than you
do.

"Fujita" is a common surname.

Other readings for "Tsuguharu" are possible: "Keiji" (if this "tsugu" is the
kanji with 'string' on the left), "Tsuguhiro", etc. But these are rare.

Some given names have a special meaning. Characters are selected from the
classics. The source can be a certain verse from say, 'The Analects' of
Confucious. But for "tsugu" and "haru" together, nothing comes to my mind.
